Actually, it is quite complicated, as unless there is a clear devolution of powers to an English assembly (or assemblies) then matters that affect England will also impact on SWNI. For instance, the Chancellor's budget; for instance, as it affects the NHS; this will cover the whole UK, and while SWNI's assemblies have their say in how their portion of funds are spent, how will the England spend be allocated ? Without devolved assemblies in England with powers comparable to those in SWNI, there is plenty of room for argument at Westminster as to whether something impacts on England alone. |
