I think a more likely scenario is that the vows made to Scotland will be fulfilled, but Cameron will be able to paint the fact that he was unable to deliver something similar for England as being down to Labour intransigence. It is obviously a play for power, but equally it is only equitable given the promises made to Scotland, that the West Lothian question is no longer ignored or fudged any further, and I think any attempt to do this by the Labour Party is going to play very badly amongst the English electorate.
