The whole point of that statement is to illustrate that English people (most of whom do not live in London) being angry at a slightly higher spend per capita in England is bizarre when the spend per capita in London is vastly more. Nobody is saying that the average Londoner benefits massively from this spend, but many people do. The housing crisis could be tackled, in one way at least, by a much bigger investment in infrastructure and industry in other parts of the country. London is currently a black hole, the only place to be. This leads to a drain of youth and talent from other parts of the country which are left to rot n comparison. Within London this then contributes to high competition for jobs, low wages and rampant house price inflation. |
