Problem is if you can see their lights when you look under the floorboards it likely they've got recessed downlighters cut into the  ceilings. That's bad enough in itself because noise comes straight up through the holes, but it's also a problem because you can't stuff insulation around them as it might be a fire risk. There are fire rated downlighters, but it still leaves the holes.
