Firstly,could they not walk around without shoes on as a starter.

Secondly what flooring do you have down. I would insulate under your floorboards first with normal insulation like in the loft which is cheap enough and may help and see how that goes. Then think about putting acoustic underlay down under your carpet rather than normal underlay if you have carpet down or definitely acoustic underlay under laminate flooring rather than normal underlay under laminate flooring.
