what is in your favour is that you are on top and so it is largely air bourn noise from below.

It is hard to eradicate completely without access to below, but you are looking for a combination of mass, absorption, air gaps and a good seal.

So there ae systems that put mass in the void (you have to take your floor up) pugging or a plasterboard based system. The rockwoll or newspaper insulation for absorption, then your boards back down and ideally a heavy under-layer - a dense rubber and/or cork matting. Sealed to the edges of the property, then ideally tongue and grooved boards, heavy carpet underlay and heavy carpet.

More ideal would be the addition of a suspended ceiling below their existing one and/or two more layers of plasterboard with no penetrations for light fittings etc.

Well placed mastic seals when skirtings go down etc.

If you do not want to take up lots of floor boards then as many as you can and rockwool and the heavy underlays over will cut down sound and absorb.

In a conversion it is hard (without doing under and over) to eradicate, but from on top you can certainly deaden.

Some of the components are expensive, some are costly to get into the space and the cost is the building work.

I would think 3-5K inc VAT per room.
