Not cheap material but you don't need to lift floor is: http://www.acoustic-supplies.com/products/jcw-impactalay-plus. Use instead of underlay then carpet on top - I haven't used but had excellent report from someone who has.
For walls simply use: http://www.british-gypsum.com/products/gyproc-triline dot and dabbed to the walls. Used it twice now and hugely successful. Make sure with both products you use a load of mastic around the edges and joins.
