When should they have it? Right now? Next year? Within how many years? 

Do you expect this to be simultaneously implemented in ~2,500 rail stations, ~270 underground stations, ~100 London overground stations plus the other tram/metro systems in London, Manchester, Newcastle, Glasgow, etc.

It is easy to make sweeping statements but in the real world, there is finite money, resources and time so prioritisation is inevitable.
