Michael, for your presumption to be correct that would suggest the design team for the Burlington Lane scheme were willing to forgo extra profits in order to include more parking spaces in the development. Even if you are right and they are perversely incompetent, it doesn't change the current situation. The condition imposed on the permission does not allow them to utilise the forbidden extra parking spaces into new housing. It will probably become additional cycle parking which, even the proposer of the amendment acknowledged was amply provided. Therefore, even if you ascribe a very low value to parking space, the value of the development will be reduced. Developers are past masters at using feasibility studies to reduce what they have to hand over to the council. The CIL seems to be already hard wired into this application so the only area of give will be in affordable flat provision. |
