| Charlotte is right the problem right now is there is not an enforcement agency for the issues we face now. All the posters we had about the law and leads etc were good and worker but also we had responsible dog owners. If they bring in legislation that says no one gets to own a pet without a license so we know where every poisonous spider, snake or amphibian is or cats, fish, rabbits etc are to make sure they are being cared for properly and an enforcement agency to do the work then it is pointless to have ne laws. I personally would change the laws so you had to have a license to own an animal and you got the license at the end of training. No training no license no license no dog. If caught with dog and no license banned from keeping animals for life and fined £50,000. Even then it would not stop people but it would mean there were easily identified safe and caring owners, sellers and breeders. Like the cycling proficiency test used to be but with big nasty teeth. Insurance would be compulsory no insurance would get you fined and take your pet away. There would be special licenses for those who need dogs for work or day to day living. I say this because I love animals and I want their welfare. But I would also have pet court and an enforcement agency the RSPCA cannot do everything and they are charity. |
