There are more than 50 statutes in English and Welsh law that relate to dogs and we are probably going to add more with the current unopposed bill going through parliament. All well and good but, as has been observed, pointless as there are no resources to enforce them. This is just as true of border crossings as it is local spaces. If there are going to be enforcement officers policing fouling, they should also be used to check tags (Control of Dogs Order 1991) which require at least a surname with FULL address and postcode and do something about the number of dogs off lead on roads (Control of Dogs Order 1991 and Road Traffic Act 1988 (27). Pseudo dog wardens if you like. Elsewhere on this forum, someone remembered Keep Britain Tidy signs. RoSPA produced a book on dog training (https://www.ebay.co.uk/itm/135422636541) and posters reminding owners to keep their dog on a lead along a road (https://www.retrotogo.com/2013/10/keep-your-dog-on-a-lead-1960s-print-from-va-shop.html). It would cost very little to reproduce the on lead poster and place it on noticeboards and in subways for instance. |
