I've just read the front page article regarding a PSPO for dog owners and the requirements that could be expected of them.
'The PSPO includes a requirement that anyone walking a dog in any public area must be able to show an authorised officer a poop scoop or disposable bag on request'
Well, all this is fine and dandy but just who are these 'authorised officers'? How many of them will there be? How often will they able to patrol parks and open spaces? Really, what are the odds of someone actually being caught out and fined? You can make all the rules and regulations you like - but without the necessary manpower and will to see something through it's all waffle. It's the same old thing - lots of tough talk and at the merest hint of opposition the councillors will roll over and do nothing. |
