| We have a similar scheme just round the corner from where I live. For the first couple of weeks after it came into force, there were people who operated physical barriers to shut off the roads during the operational hours (90 mins in the morning and 90 mins in the afternoon). Compliance with the scheme is now ensures by ANPR cameras at all entry points. Signage for the scheme is clear so I think it's unlikely to catch put that many people from outsied the area. Ironically, it's likely local people who forget what time it is who I think might get the occasional PCN. I support the scheme by the way. |
