| Looking at the Tribunal decisions on Green Dragon Lane 'Except for Access' appeals, there seems to be a range of interpretations, with some adjudicators saying the Council hadn't proved that the plaintiff hadn't stopped briefly, while others said that plaintiff hadn't proved that they had. It does seem clear, however, that two timed images from each end of the road was acceptable evidence. It was interesting that Green Dragon Lane, unlike Grove Park, appeared not to have any exemptions for residents, with several victims saying they'd just popped home to pick up something. Hmm! 'These social class distinctions by now should be antique' - with apologies to My Fair Lady! |
