| Many other Councils do not collect garden waste or have a reduced garden waste in the winter months. There are a noticeable lack of garden waste bins or bags put out in the winter. We have also been advised NOT to do so much cleaning and clearing of gardens in autumn and winter as (some people actually now use vacuums and pressure hoses so are over vigorous) as this disturbs all the hibernating butterflies and moths and other insects many of which are sadly in decline. Ealing Council will certainly give out bags to be used for street leaves. You just have to ask for them. The pavements are very contaminated and I don't think that the Environment Authority has changed their view that these leaves should not be composted.
