My guess is that whoever had the restaurant at that stage (possibly not Byrons, possibly the incarnation immediately before it) had to put in a license application amendment to seek permission for a change of layout. That's how it seems to work in the only other Licensing Authority area which I know about, which is Oxford. However, the licensing system here is so un-transparent that applications and amendments are difficult for neighbours to know about and therefore no-one objects or comments. Why the Local authority would be happy for them to move their rubbish collection arrangements out into the main street I have no idea. Clearly the motivation for the restaurant is extra covers = extra revenue. |
