There are two things (at least) to say about this "rule": first, by definition, the cafe's premises licence can apply only to the premises carrying on the licensable activity. That may encompass a small area immediately around the cafe but it cannot encompass the whole park. Second, whatever conditions may or may not be attached to the licence bind the licensee and no-one else. There are, doubtless, and rightly, bye-laws governing behaviour in the park and they may well say something about the consumption of alcohol; I don't have time right now to research them but they'll be available from the Council. The reason reportedly given for the signs now, however, is simply false.
