Well, my limited understanding is that as a public park it would be up to Hounslow to ban drinking. Whether the grounds for doing so are commercially driven or otherwise, the official reason would have to be relating to anti-social behaviour. But, as ever with W4, we can continue to speculate pointlessly or ask the people involved, which would be the CHGT or Hounslow or both.
