It is highly unlikely that this teapot is going to fall over onto a child, and if it did it's a bush not a brick wall.  It looks as though it just needs some firm wire to hold it back onto the post so it is in a more upright position.  I walked past it today and it looks magnificent - let's hope an ounce of common sense prevails.
