According to Section 154 of the Highways Act 1980 this teapot would need to be obstruction to pedestrians (or traffic) for the Council to take any action. Providing there is a minimum of 2.5 metres clearance over the footway it would NOT be classified as an obstruction for pedestrians. From the picture it looked quite high up, and I agree the twerp who complained needs to get a life, some people must lead very sad lives. Seems as though the council is being very sensible in their response.
