I too think the problem is much more prevalent in local authorities than in other public sector organisations. In my opinion it's also not just the managerial levels but the swathes of inefficient administrators and officers that should be cut. Of course I am not saying every single administrator and officer in every single local authority is incompetent or lazy but I believe a good many are. I had reason to be in a large meeting within a very large and significant inner london local authority only this week. The meeting had around 60 people in, 60% of whom were that authority's employees. The meeting was scheduled to last from 2:00pm until 4:30pm. I was absolutely gobsmacked that as soon as the clock hit 4:00pm the LA staff simply started to get up and leave the meeting. By 4:30 a third of the room had gone. I was absolutely gobsmacked, companies I've worked in would dismiss people for such insolence. When I enquired I was told this was very normal in any meeting/training course run by that organisation because many of their staff simply "do not work beyond 4:00pm". I has it a guess that most of these people would have been on full time contracts. I just sight this small example as typifying the slack, lazy attitude LAs demonstrate and the lack of management will to tackle the problem and get a decent days work out of their staff! |
