In response to Fred Robinson's very helpful posting.  I am concerned that Hounslow show themselves to be very unforgiving in so many situations but they tell us that they are lenient in the case of overhanging bumpers, as below:

"Legally - a PCN could be issued for overhanging bumpers etc, but the policy in Hounslow is only to issue if the wheels are outside of the end of a bay."

Again below, they seem to be able to use judgement on a situation where a car "appears to have attempted to park etc etc."

"On width, the whole wheel must be outside of a bay for a PCN to be valid. A PCN will not generally be issued where the width of a vehicle's wheels are wider than the bay so long as the driver has made an obvious attempt to park as close to the kerb as possible."

Why can they not apply the same judgement on wider issues, it would make for much better relationships.
