Legally - a PCN could be issued for overhanging bumpers etc, but the policy in Hounslow is only to issue if the wheels are outside of the end of a bay.

On width, the whole wheel must be outside of a bay for a PCN to be valid. A PCN will not generally be issued where the width of a vehicle's wheels are wider than the bay so long as the driver has made an obvious attempt to park as close to the kerb as possible.
On previous posts concerning leaves ( or snow)covering yellow lines -no defence - a motorist must satisfy him/herself that the car is parked legally.

On PCNs issued when motorists are asked to park away from kerbs for street cleansing purpose - there is invariably another reason for issue the PCN in these case - e.g. the car is still there 2 days later or parked illegally for an entirely different reason unconnected with street cleaning.

70% of all PCNs issued in Hounslow are paid -  60% at discount stage.

Those that remain unpaid are mainly due to no details on the vehicle at DVLA, foreign drivers and diplomats.

About 0.5% (500) of PCNs issued each year go to appeal with 60% settled in the Hounslow Councils favour 40% in the motorists.

This does not include those that the Council does not contest and we don't contest onlt when after refgistration at appeal, the motorist provides further evidence that had the Council recieved it before registrtion, wpuld have caused it to cancel the PCN anyway.
