Some further points questioning Cllr Hearn's account..

- at what point did he become aware of the reality involved implementing ANPR? He was promoting it as the answer to everything in October last year as demonstrated by the quote in a previous post. 

- "except for access" restriction and signage is on page 18 of "Know Your Traffic Signs Official Edition" published by the DfT.  People sitting the UK driving test can be examined on this so a claim of "I didn't know what it meant" is unlikely to succeed upon appeal.  If Cllr Hearn thinks that the DfT driving test documentation needs improved, he should raise it with them. 

-the novel aspect of the Green Dragon and Thames Rd measures is to infer an 'except for access' contravention on the basis of the time taken between 2 cameras about 1km apart.  The question is whether an adjudicator will accept inferred evidence that the vehicle did not stop based upon timing between cameras, or insist on direct evidence.  Devonshire Rd has an 'except for access' restriction but one camera could cover the entire street there to provide direct evidence.

- Even I was aware of the novel application of ANPR being proposed just from reading the Hounslow documents.  I work in technology, am automatically sceptical of new applications because I see the "blood, sweat and tears" involved getting things to work in the real world.  Of course this caution was dismissed by Cllr Hearn who claimed it was "simple and elegant" and wanted it everywhere in Grove Park.  It wouldn't just be the times between 2 cameras, but dozens of permutations. 

Maybe Cllr Hearn just didn't want to hear these real world challenges because he thought he could have his cake and eat it hence his flip-flop.

One thing is sure, he will continue to prioritise people in cars above everything else.
