Susan, Partly the answer is in your question: NHS England reports hospital deaths, PHE (Public Health England) reports all deaths. Additionally there is a problem with the figures issued by PHE which came to light a couple of weeks ago. Their method of counting includes any death where the person had a positive SARS-COV-2 result at any time in the past. So they could have been positively tested in March and died in July and added to the Covid-19 deaths. I can supply references if you interested in researching further. Another source of over counting is the change in certification that was brought in at the beginning of the pandemic. Whereas before, the medical certificate of death had to be signed off by a doctor who had seen the patient, this was loosened to enable other care workers to do this. And based on symptoms rather than test result. This is a minefield. And when the surplus care home deaths (caused by early discharge of positively tested patient from hospitals in order to clear bed capacity) are excluded from the count (or reduced to normal levels) the excess death rate is somewhere in the region of a bad flu season. |
