"Hard decisions are having to be made on the upgrade of the Jubilee and Northern lines. " Actually, it wasn't that hard a decision. TfL were planning to order a relatively small number of additional trains for the Jubilee and Northern lines, and got presented by a very large quote from manufacturers. TfL are therefore delaying the order so it can be rolled into a much larger order.
