I think you are right - there was no filter, my mistake.

I remember corresponding with the Highways Agency (pre-TfL) about the
removal of the north facing signal on the south side of the junction
and they conceded that "turning right here is an uncomfortable
experience".

They said they would keep the junction under review.

That was over 20 years ago.
