It is very annoying when you can't cross a box junction because someone has pulled into it when their exit is NOT clear and the lights have changed in your favour.

I wouldn't be surprised if the problem with the right turning drivers not pulling into the box junction when they should is caused by them having heard that they can be fined for being caught sitting in the box junction in the situation in the first paragraph.
