I think Council tenants are allowed to have a lodger and even if they aren't, many still do. I support students in receipt of the Disabled Students' Allowance and one student from several years ago who I supported at home had a three bedroom ground floor garden flat to herself. Anything that went wrong and I witnessed this on two occasions - phone the on-site maintenance at no cost. During the time I was working with her this student got a lodger who paid enough to cover the rent. She was also quite affronted when this lodger asked to be put on the electoral roll - I told her that she had a legal requirement to do so but she said she wouldn't because of the extra Council Tax and was quite annoyed at the lodger 'causing trouble'. Talk about one-sided. I do realise that not everybody in Council property is in this position but in my opinion she was and is still doing very well out of the situation and is now working. |
