I wasn’t thinking of Chiswick House or Barnet, Sam – I’m simply saying that the term ‘discounted rate’ used is a lie (the fine ‘doubles’ if not paid within a given period), and that I thought councils were not allowed to use fines for revenue raising purposes, although that would be difficult to prove unless there was a large cash surplus over and above the running costs. Using any surpluses for Freedom Passes isn’t a get out as this money would need to be found from other funds unless Freedom Passes can only be funded by PCN income. |
