Councils are allowed to use parking fines and charges to subsidise transport costs. Which helps Westminster and K & C keep their Council Tax low. The ban on Councils using CCTV to enforce parking restrictions is going to make a dent in Council budgets. Should boost employment of traffic wardens, just as not switching your engine off at a junction boosts GNP and is about as useful. |
