But the council don't know that for any PCN which is attached to a vehicle and paid without a challenge. Or perhaps you are assuming that PCNs issued in Chiswick were all on vehicles driven by Chiswick residents, which is obviously not true. "it is easily possible to find that on average a motor vehicle passing through our high road gets 2.6 tickets." A moment's reflection would have shown you that that is an absurd statement. Any argument about unfair targeting should take into account the density of CPZs and P&D bays in Chiswick compared to , say, Isleworth.
