I believe the Council is unfairly targeting Chiswick and I have some numbers to back it up. Using data from the Council on PCNs issued (obtained through FOI request), and the population data from the ONS, I calculated that on average Chiswick residents get 1.25 PCNs each compared to a borough average of 0.3 PCNs/resident. That is more than four times the average. For comparison, Isleworth residents gets the average 0.3 PCNs each. The council has in the past argued that more tickets are issued on Chiswick high road because of the high volume traffic of traffic. Allow me to clarify that is not valid. Using traffic data from DfT, it is easily possible to find that on average a motor vehicle passing through our high road gets 2.6 tickets. That is a staggering 18 times the borough average of 0.14 tickets per vehicle. Heston, which has slightly higher, but a comparable level of traffic, gets 0.003 tickets per vehicle. That is 750 times less than Chiswick. This simple analysis is based on publicly available data from the government and an easily be replicated and/or verified. In conclusion, I find it unfair that Chiswick motorists are targeted in such a way. It might not be illegal for the council to do so, but it strikes me as unjust. |
