A large percentage of those fines, whether half, full, double or whatever, goes to fund the Freedom Pass. "Profit" doesn't come into it. The level of fines reflects the level of economic activity in Chiswick town centre and the shortage of off-street parking alternatives. And there are (or were) CCTV cameras covering bus lanes and illegal turns on CHR well outside the town centre as well - the revenue from these is probably all described as "parking fines". |
