The fact that you can provide one example of headcount reduction doesn't tell us anything about the differentials between public and private sector. Similar downsizing has taken place in many commercial firms over the years and if you combine this with pay reductions rather than pay freezes you get a rising gap.

Also looking at the top paid employees for local authorities can be misleading. Many, sensitive to criticism about high salaries, are employing senior staff on a consultancy basis. This makes it easier to obfuscate the numbers. I am unaware of this happening in Hounslow's case though.
