It doesn't really matter if street cleaning is out-soursed or in-house - what matters is constant management monitoring. We noticed that Munich example was similar to our experience in a Paris district, where the busy street cleaning was done efficiently at about 6am each morning and streets were immaculate ready for another busy day. It can be done efficiently elsewhere, so why doesn't Hounslow do it in sunny Chiswick?
