Some breeders won't sell to you unless you promise to keep them in although of course they can't enforce it and in some Cities and states in the US it is illegal to let a cat wander outside, so it shows how many different views there are. Rescue organisations in the US also generally want you to keep them in.  If it is possible, have the garden or terrace enclosed, the plants soon grow over it and it doesn't look bad.   Cats who have never known the great outdoors are usually very happy inside as long as they have a lot of stimulation and are not left alone for long periods.  Makes sense to have two if you are going to keep them in.   And you can harness train them if you do it when they are young - mine are walked regularly in the grassy alleyway behind the house and they took to the harness quite happily.
