If so, that is indeed odd, as I don't think that a CEO has the power to stop a cyclist (or any road user), whereas a police officer in uniform does have that power. Unless you can stop a cyclist, there's no way of enforcing the law. I thought that the police were still responsible for enforcement of cycling offences, but I haven't managed to find any reliable evidence of that. |
