Because, quite simply, in this case the proposed extension falls under Class B as it's an addition/alteration to the existing roof of the two-storey rear projection, rather than a Class A extension. The "addition of a 3rd floor" point could be made equally in respect of adding a dormer to the main rear roofslope of a dwellinghouse, and those are also treated as Class B development, not Class A. So in terms of the technical guidance page 31 onwards is the relevant section - I'm impressed though that someone has the stomach to read it ;-) |
