Sorry but I think I need a little more clarification on this. Reference The Department for Communities and Local Government, Permitted development for householders - Technical guidance (April 2014)- it states on page 19 (amongst other things) that "New extension at first floor would not be permitted development" Therefore why is building on top of an outrigger allowable under Permitted Development as this effectively adds an additional floor - worse a third floor?
