No, if a PD Cert was issued then that is evidence and confirmation that no planning permission was required; you can, if you want, build within your PD rights and not have any certificate...that's the point...it's lawful. Outriggers, at first floor, are deemed to be roof extensions and therefore fall within the 40cu.m/50cu.m rules of PD. This hasn't been affected by the recent government legislation regarding extended PD rights for ground floor extensions.
