I'm Not Adam, but will have a go :) A property normally has a beginning date - of 1948 where it's size is set - so that is normally a starting place to look at the 'expansion'. That is normally how planners would judge an increase in size or not - there is a huge amount of historic information in planning departments! The planning portal has other good examples of what are allowed under the various PD rules - and 2 storey extensions came in a while ago (subject to certain heights etc.) So planners will work out what volume has already been used in the loft (thought volumes have 'gone' from the ground floor to be replaced by the dimensional aspects, subject to the size of the 'original' house. The certificate of lawfullness makes clear all these calculations to justify the application. Reading back that is clear as mud - sorry :) James |
