Councillor Hearn, firstly, thank you for joining the debate on the state of Chiswick's rubbish-strewn High Road. It is encouraging to know that our elected representatives are taking the problem seriously. However, this should not be a party political issue. The scandalous state of refuse collection is something all parties should be concerning themselves with. It is a matter of public health and civic responsibility, not politics. And whatever the political history, it is a scandal that needs to be addressed now. As for the PFI contract with Hounslow Highways, did the council sign a contract for an inadequate system of refuse collection? If not, we fail to see how it would be breaking the contract by holding the company to account. The fact is, the system of rubbish collection on Chiswick High Road is ill thought out, badly managed, un-policed and utterly shambolic. With so many restaurants on Chiswick High Road, it is essential that rubbish is not left uncollected for days on end. It is unsightly, potentially a health hazard and is likely to deter investment into Chiswick. We imagine all Hounslow's political parties would agree it is unwise to kill the goose that lays the golden egg. If there is no action, it will soon be time to take the problem to the Local Government Ombudsman. |
