I have been following the complaints and comments made by residents with regard to the new LED lighting. This lighting is going to be installed all over the borough over the next 5 years. Every single lighting unit will be changed even though some of the newer fit for purpose columns will remain with only the actual light source being changes from sodium lamps to LEDs. It was never foreseen that there would be a street by street consultation in relation to changing the lighting units as this modernisation of the infrastructure is a fundamental part of the improvement process. It will deliver state of the art street lighting to residents and be more economic to operate. Consultation will however take place where appropriate in relation to road resurfacing and pavement renewal. I have been informed there is now a national standard for street lighting and that the contractor is required to meet that standard on all of these works. In Park Road the old lighting columns were not judged to have any heritage value and were replaced. However if any of these new lamps have not been correctly positioned then they will be moved at the contractors cost. In other areas where the existing lighting does have heritage value then those columns will be replaced in keeping with the area. From communications I receive at times some residents hold that councillors control every single piece of work and are personally responsible for any mishap or error by a contractor. When Hounslow Council signed the contract with Vinci-Ringway it gave all the day to day operational control to this massive private infrastructure company and for better or worse they now have the responsibility for implementing what is in that contract. Giving away operational control is the price we pay for receiving £324 million in central government funding at a time when every other council in London is cutting their investment. I do not expect the massive 5 year renewal programme to be free of inconvenience or the occasional mishap. Councillors and council officers are monitoring the day to day performance with a view to supporting residents and getting any mistakes rectified and miscommunication improved. We are now coming to the end of the first 6 months of the contract and there is starting to be an visible impact on the quality of roads, pavements and lighting. I am certain that the outcome of this massive investment will be a long term improvement but I understand that this level of change is something that has not been seen before and is at times unsettling for residents.
