HOUNSLOW LEAVE RESIDENTS IN THE DARK - NOT COMMUNICATING WITH RESIDENTS OVER £800M CHANGES TO STREETS.
Cllr. Ellar stated in the Evening Standard on Friday 21st June ’13 re: Park Road W4, new street lights, “Hounslow Highways and the council have communicated this work with residents on a consistent basis over the last six months”.
This is not correct: Hounslow Highways delivered the first letter to residents of Park Road, last Saturday 29th June. The first sentence says, “We would like to introduce ourselves”.
This first letter from Hounslow Highways, last Saturday, was to inform residents that Hounslow Highways had made a total mess of installing nearly 50% of the new street lamps in Park Road, so were subsequently returning on 8th July to move four of the lamp-posts. The positioning of another four of the new lamp-posts means that four trees adjacent to them will either need pruning or limbs removed. So, out of a total of seventeen lamp-posts installed there is a total of eight failures.
Paul Allen comments on the forum, 30/6/13 at 10.37, ‘there is a large emphasis put onto the competent street lighting designer’. Hounslow Highways obviously should employ one!
When Hounslow Highways ignored 'best practice' in Park Road, was it because there was nothing in the contract to tell them to check streets first for
trees, appropriate standard heights, placing of standards and advice from
their Arboriculturalist? Or is it in the contract and they ignored it? We need to know which.
Cllr. Ellar agreed this PFI contract in March 2012 and signed it in June 2012, long before the ‘Street Scene –Design Guide’ was published (it was finalised in October 2012 but only made live on the Hounslow Highways' website in February 2013, after repeated requests from residents' groups and long before Chiswick LBH Councilors were informed.
Residents of Chiswick House Conservation Area and the other conservation areas of the borough ask, ‘What is the ruling Cabinet of the London Borough of Hounslow going to do about it? They have spent much time asking for plaudits for attaining the deal, but, it seems, considerably less time tying up the small print.'
