A large proportion of people are younger people who live in flats or other properties with no space to safely store a bike whether an e-bike or not. They are also squeezed by high rents, student debt and other costs which means the purchase and maintenance of a bike (which has a high chance of being stolen) would be a significant part of their disposable income. That's why there was such an explosion of use of Lime since it was introduced to the area, it was a massively popular service because it was easy to find a bike at all points of a journey. Old men with free bus passes might not have much use for it but they need to remember that not everybody's transport needs are the same as theirs.
