Changing cars is not as easy as you think. Many people on lower incomes have only been able to purchase on finance even when buying a second hand car. The bid offer spread for cars means that, there will be a significant loss in the trade which some may not be able to cover and therefore they are stuck with their original vehicle and obliged to pay the daily charge.

Ultimately it is very difficult to develop green policies that are not in some way regressive but it the way the ULEZ has been conceived makes it much worse than it should be. Air quality does need to be improved but the primary focus should be on the size and weight of vehicles rather than the age which would be more socially just and more effective. Newer cars may turn out to be worse for air quality because they are heavier.

However, we are where we are and I still see the ULEZ expansion as being beneficial overall.
