| There are plenty of reasons why outer London pollution may have been not as improving as quickly as inner London particularly the poorer provision of public transport and the transfer out of more polluting buses from inner London. TfL's own report into the ULEZ expansion admits the limits of the likely improvement in air quality. Nobody is claiming the benefits are zero just relatively marginal and improvements in nitrogen dioxide levels may be offset by increased particulate levels due to heavier cars. The broader context is that there will be a significant air quality benefit from ULEZ if the extra funds for public transport are well spent. |
