It's all about "if someone is hit. And "one would prefer to be hit by a car moving at 20mph rather than 30". The thing is that the aim must be not to be hit at all. And there is no independent proof that the number of accidents actually reduce when speed limit is reduced from 30 to 20. And there are no information about the number of accidents that happened at speed between 20 and 30 caused by this speed being too fast. All 20mph limit does - it promotes negligence - as people understand that it is against common sense, therefore pretty much ignore it, and - once they start doing so for 20mph limit - start ignoring other limits and restrictions that in fact do make sense. So indeed- if someone wants to address the issue - just ban cars. Or limit the speed to 4mph and get a man with a red flag walk in front of every car. |
