"Qualitively will make no difference to anyone's life if their average journey time is increased by a minute but will make a significant difference if their journey time is more predictable."

This, incidentally, is what's behind timetable padding, both on the mainline railway and the tube.

Reliability, rather than expanding the service (other than via the main upgrade programme), is the name of the game at London Underground at the moment, the most recent operations report (it's quite long, on the TfL website if you're interested) says:

"London Underground continues to implement this programme to meet the Mayor’s commitment to reduce delays by 30 per cent by 2015."

"There has been a 13 per cent reduction in complaints relating to delayed journeys over the quarter, reflecting the progress of London Underground's Reliability Programme. TfL is on track to meet the Mayor's commitment of reducing delays by 30 per cent by 2015, as measured by total lost customer hours"

The fact that they mention it twice suggests where their attention is focussed.

"Bakerloo, Piccadilly, Central and Waterloo & City lines:
The challenge for the legacy lines is to continue to deliver the required levels of customer service, whilst managing the risk of performance degradation caused by the failure of ageing assets. To combat this problem, investment in the legacy lines prior to any major upgrade will continue to be targeted on the most vulnerable elements of each line. This will ensure that performance levels can be maintained, in line with rising levels of customer demand. The optimal solution for achieving that aim will involve a mixture of asset, staff and customer facing initiatives."

So as far as the Piccadilly is concerned TfL intend to spend money on nursing vulnerable, ageing assets to replacement time rather than trying anything new.  It's for this reason I highly doubt that a stop is possible before the line upgrade, unless Boris can be persuaded to reverse his reliability commitment or the Piccadilly gets an opt-out.  Otherwise I can see a meeting where someone puts the case for a stop and someone else puts a number on the likelihood of it jeopardising the 2015 LCH 30% reduction target.

As a matter of interest, if stopping at Turnham Green led to a slight loss of resiliency and predictability on the line (likely) would people still be in favour?  I'm guessing yes.
